Overview of the Tokyo 2020 Olympic Torch Relay

The Olympic flame is seen as a symbol of peace and hope. For the host nation, the Olympic flame, lit by the rays of the sun in ancient Olympia, Greece, is one of the most powerful symbols of the Olympic Movement, and will be carried around the nation by a relay of torchbearers (TBs). The concept for the Tokyo 2020 Torch Relay is “Hope Lights Our Way.” As it unites the people around a message of supporting, accepting and encouraging one another, the Olympic flame will symbolize the sunrise of a new era, spreading the hope that will light our way.

The Olympic Torch Relay

The Torch Relay will begin with the flame lighting ceremony in Greece. The Olympic flame will then be transported to Japan, where prior to the Relay itself, it will be specially displayed in three prefectures in the Tohoku region, symbolizing a Flame of Recovery for areas affected by the Great East Japan Earthquake. After that, the Torch Relay will begin, as the Olympic flame is carried across Japan.

About the Tokyo 2020 Olympic TBs

Tokyo 2020 Olympic TBs will be selected either through public offering or recommendations by the Prefecture Task Forces (PTFs), Olympic Torch Relay partners and others, in accordance with the concept of the Torch Relay, “Hope Lights Our Way,” and will play a role in spreading this message to a wide audience. Approximately, a total of 10,000 TBs are expected to participate.

Public Offering of Tokyo 2020 Olympic TBs: Overview

The Ishikawa PTF will conduct a public offering, as noted below, for TBs to participate in the Tokyo 2020 Olympic Torch Relay as it traverses Ishikawa Prefecture.

  • *Note that the number of TBs being recruited and methods for applying may vary among the PTFs and presenting partners.
Nomination ProcessThe PTFs will nominate applicants based on the information provided by them, and present them to the Tokyo 2020 Organising Committee, which will make the final decision. Do not send in documents or other materials not required for application, as they will not be considered in the nomination process.
Announcement of NominationThe Ishikawa PTF will contact the nominated TBs from the beginning of December, 2019. Subsequently, the Tokyo 2020 Organising Committee will send an official nomination notification to them, which notification shall serve as an announcement of their nominations.
  • *Note that the Tokyo 2020 Organising Committee will contact those selected with details of their individual paths sometime after mid-February, 2020.
  • *Note that those applicants not nominated will not be notified. However, in the event of an opening for a TB within two weeks prior to the TB’s scheduled run, previous applicants may be selected to move into that slot. In that event, the Tokyo 2020 Organising Committee will notify the individual of their nomination.

Basic Requirements for TB Applicants

Those wishing to apply as TBs must fulfill the following basic requirements.

  • Applicants shall have been born before or on April 1, 2008. Provided, however, that applicants under the age of 18 as of March 1, 2020 (the first day of the month in which the Torch Relay starts) must have the consent of a parent or guardian.
  • As a rule, applicants should have some connection to the prefecture in which they wish to run (including those who reside in or have resided in the prefecture; those whose workplace or school is located there; those with family members or relatives living there; those previously involved in any activities there, and so on).
  • Individuals may apply regardless of nationality or gender.
  • Applicants shall be able to carry the flame safely and of their own will. Provided, however, that support staff (escorts) may attend when necessary.
  • Those intending to use the Torch Relay to convey political or religious messages are ineligible to serve as TBs.
  • Those in serving in public office as stipulated by the Public Offices Election Act (including Diet members, legislators and heads of local government), candidates for public office or those considering such candidacy, heads of political parties or political organizations and those in equivalent positions are ineligible to serve as TBs.
  • Religious figures are ineligible to serve as TBs based on their religious reputations.

Basic Approach to TB Nomination

The basic approach of the Tokyo 2020 Organising Committee in the nomination of Tokyo 2020 Olympic TBs is as follows:

Eligibility: All people
While giving consideration to a balance of nationalities, abilities and disabilities, genders and ages, the goal is for an open relay in which TBs are selected from a wide range of fields.
TBs are to be selected primarily from among those who are active in their communities.
Strong Spirit (The spirit of supporting)
Individuals who, in their daily lives, support family, friends, colleagues and others, confronting any difficulties without giving up.

(Ex.) Someone making an enormous contribution to the revival of their local community from previous disasters.

Tolerance(The Spirit of Accepting )
Individuals engaged in new endeavors while recognizing the differences between people.

(Ex.) Someone who creates a sports community for children, developing a center for their community where many can get together.

Someone who has contributed to building a new brand for their community by bringing local residents and newcomers together.

Sense of Unity Born of Celebrations (The Spirit of Encouraging)
Individuals who can enhance a sense of local unity by running as a TB.

(Ex.) Someone who supports local traditional cultural activities behind the scenes.

Important Reminders When Applying

Applying
Public offering of TBs will be conducted by the respective PTFs and the four Tokyo 2020 Olympic Torch Relay Presenting Partners (including Coca-Cola (Japan) Company, Limited, Toyota Motor Corporation, Nippon Life Insurance Company, Nippon Telegraph and Telephone(NTT) Corporation). The Tokyo 2020 Organising Committee is not the lead entity for public offering of TBs. Note that any applications submitted to the Tokyo 2020 Organising Committee will be invalid.
While the same individual may apply to multiple Presenting Partners or apply simultaneously to both multiple Presenting Partners and a PTF, the individual may not apply to multiple PTFs.
  • *Note that if an individual is found to have applied to multiple PTFs, all such applications shall be invalidated, and the individual shall not be selected as a TB by any of the PTFs to which he or she applied.
Only one person per application. A joint application by multiple individuals is not allowed.
Applications require both a self-introduction and reasons for applying from the applicant himself or herself, as well as the reasons for nominating the applicant as a TB from the person making the nomination (any relationship with the applicant is acceptable and can include family members, friends and others with a close relationship to the applicant).
Those not nominated will not be notified of their non-nomination.
Reasons for nominating or not nominating an applicant will not be disclosed. Please note that inquiries regarding those reasons cannot be answered.
Application forms containing false or dishonest statements will be invalidated.
Routes and other information
Each TB will run approximately 200 meters. (Please note that the running distance may exceed more than 200 meters or less. TBs may run at their own speed and at a relaxed pace.)
Specific time and date as well as route will be determined by the Tokyo 2020 Organising Committee following nomination of the TBs. In addition, please also note that a course in various areas (including remote islands, etc.) may be allocated.
Equipment and/or assistance required for the run
TBs are asked to arrange for their own wheelchairs or other apparatus and equipment when necessary.
  • *Note that the Tokyo 2020 Organising Committee will arrange for a wheelchair attachment to hold the Olympic torch.
  • *Note that TBs who may have difficulty running alone may be accompanied by a single escort.
  • *Note that when necessary, TBs will be allowed to run with a service dog for the people with a physical disability.
  • *Note that while escorts are not considered as TBs, separate uniforms will be lent for the run(the escorts’ uniform shall be different from TBs’ and may be one-size-fit-all uniform over their own cloths). The age requirement for escort applicants is the same as TBs. Regarding the rules about political or religious matter, the same requirements for TBs shall also apply to escorts (See “Basic Requirements for TB Applicants” for details).
Important Reminders About the Relay
Running as a TB may not be used for religious or political purposes.
Personal advertising and marketing activities are not allowed.
Except for special service dogs, TBs may not accompany with animals.
Ambush Marketing Prohibited
Except when specifically allowed by the Tokyo 2020 Organising Committee, TBs shall not associate specific products or services (collectively, “Products, etc.”) with the Tokyo 2020 Games, the Tokyo 2020 Olympic Torch Relay, the Olympic movement or the Paralympic movement, and are asked to refrain from acts that may be seen as representing such an association.
Except when specifically allowed by the Tokyo 2020 Organising Committee, TBs shall not represent that Products, etc. are official products of the Tokyo 2020 Organising Committee, the International Olympic Committee, the International Paralympic Committee, the Japanese Olympic Committee or the Japanese Paralympic Committee (hereafter collectively, the “Organising Committees, etc.”); that they have been selected by any of the Organising Committees, etc.; that they have been approved by any of the Organising Committees, etc.; that they have been warranted by any of the Organising Committees, etc.; that they have been recommended by any of the Organising Committees, etc.; that they have obtained the consent of any of the Organising Committees, etc.; or any other similar facts, and are asked to refrain from behavior that might be seen in that way.
TBs shall not, for the purpose of marketing or advertising Products, etc., disclose their relationship with the Organising Committees, etc., the fact that they will run as TBs or facts learned as TBs, and are asked to refrain from behavior that might be seen in that way.
Dress code
On the day of their run, TBs will be supplied with a TB uniform consisting of a shirt (long- or short-sleeved) and pants (long or short). TBs may not wear or bring shirts or pants other than the supplied uniform.
TBs may not alter the design or shape of the uniforms supplied.
TBs may not wear or bring any items not required for their run. TBs may not wear advertisements, etc. when running.
Shoes are not supplied as uniforms; TBs should wear their own sports shoes. Note that rollerblades and other equipment may not be used except as part of special performance by the Tokyo 2020 Organising Committee or PTFs.
Those running as TBs may not wear extreme hairstyles, paint their faces or wear flashy jewelry or other accessories. More detailed guidelines will be provided following the nomination process.
After the TB Nomination Process
The nominated TBs will be contacted in order by the Ishikawa PTF after December 2019 (tentative). This will be followed by an official nomination notification from the Tokyo 2020 Organising Committee. Any subsequent contact will come from the Tokyo 2020 Organising Committee.
Those under 18 years of age as of March 1, 2020, will be asked to submit a consent form from a parent or guardian.
TBs will be able to purchase the Olympic torch carried on the day of their run. Purchase price and other information about purchasing it will be provided following the nomination process.
Any materials to be sent out in advance will be e-mailed or mailed to the address provided on the application form.
Any communication prior to or on the day of the run will be in Japanese or English only.
While there is no charge to participate, the cost of round trip transportation to and from the designated meeting place (including, when necessary, accommodations) on the day of the relay shall be the responsibility of the individual participant. No refunds or other compensation shall be provided in the event that day’s relay is cancelled for unavoidable reasons.
Personal identification will be checked at the designated meeting place on the day of the relay; please bring and be prepared to present some form of picture ID (driver’s license, passport, residence card, etc.).
TBs will be asked to sign a runner consent form at the designated meeting place on the day of the relay, verifying consent to important precautions while running and other items of consent, and providing final confirmation of the individual’s desire to run.
Application forms found to contain false or dishonest statements will result in cancellation of the individual’s nomination.
The individual’s nomination may be cancelled in the following cases; (i) It is revealed that the candidate does not meet the application requirements as a Torchbearer, (ii) He/she performs an act which spoils the image of the Tokyo 2020, (iii) Any other case that the Tokyo 2020 Organising Committee deems that the candidate is inappropriate as a Torchbearer.

Information to be Filled Out on the TB Application

Write the date you wish to run from the relay dates for Ishikawa Prefecture.
Desired prefecture
Write the prefecture in which you wish to run, and information about your involvement with that prefecture.
Information about the applicant
Write the applicant’s name, gender, date of birth, nationality, address listed on the residence certificate, telephone number, e-mail address, language, occupation, name and address of workplace, school, etc. Write a nickname only if the applicant is widely known by a common name other than their given name. For gender, Japanese nationals should write the gender listed on their family register; non-Japanese nationals should write the gender listed on their passport.
Emergency contact
Write the name, telephone number (a mobile phone number if one is available), e-mail address and address of someone who can be contacted on the day of the run in the event of an emergency, along with their relationship to the applicant.
Parent or guardian information and consent
For applicants who will be under the age of 18 as of March 1, 2020, write the name, telephone number, e-mail address and address of a parent or guardian, along with their relationship to the applicant and their consent to having the applicant run.
Self-introduction and reason for applying (approx. 220 words)
After reviewing the “Basic Requirements for TB Applicants” and the “Basic Approach to TB Nomination”, write the applicant’s self-introduction and reason for applying as a TB. Also select a field that aligns with the self-introduction and reason for applying from among the “Five Pillars” of the “Action & Legacy Plan” established by the Tokyo 2020.

Third party recommendation
Those recommending the applicant (whether an individual or organization) should write their relationship with the applicant, name, e-mail address and address.
Reason for recommendation (approx. 220 words)

※Action & Legacy Plan

The Tokyo 2020 Games are more than merely a sporting tournament taking place in Tokyo in 2020. The success of the Games also depends on the positive legacies that the Games will leave to Japan and throughout the world in a diverse variety of fields other than sport. Other Items of Consent

For the purposes of holding and operating the Tokyo 2020 Olympic Torch Relay and the Tokyo 2020 Games, and for activities aimed at the future development of the Olympic Games, applicants for TBs are required to consent to all of the following items at the time of application.

Handling of Personal Information
Personal information collected by the Tokyo 2020 Organising Committee and the Ishikawa Prefecture in the TB application process shall be handled in accordance with the personal information protection policies of the Tokyo 2020 Organising Committee and the Ishikawa PTF, respectively. To prevent the leak or loss of such information, the Tokyo 2020 Organising Committee and the Ishikawa PTF shall take steps to ensure the secure management of personal information, including controlling where the information is stored, restricting access, restricting to take out the information, and preventing unauthorized access from outside. In recognition of the importance of the personal information, they shall also comply with the Act on the Protection of Personal Information and other relevant laws and regulations.

Of the personal information collected by the Tokyo 2020 Organising Committee and the Ishikawa PTF in the TB application process, that personal information collected by the Ishikawa PTF shall be provided to the Tokyo 2020 Organising Committee, after which it may, in some cases, be provided to the International Olympic Committee and the Japanese Olympic Committee in accordance with the Privacy Policy of the Tokyo 2020 Organising Committee for the purposes of holding and operating the Tokyo 2020 Olympic Torch Relay and the Tokyo 2020 Games, and for activities aimed at the future development of the Olympic Games.
Of the personal information collected by the Tokyo 2020 Organising Committee and the Ishikawa PTF in the TB application process, that information including name, age, address (limited to country, prefecture, and city or town), reasons for applying and reasons for recommending collected by the Ishikawa PTF shall be provided to the Tokyo 2020 Organising Committee, and then it may be provided to other third parties including cooperating media (including newspapers, magazines, television, websites and others) and subcontractors of the Tokyo 2020 Organising Committee in accordance with the Privacy Policy of the Tokyo 2020 Organising Committee, for the purposes of public relations activities associated with the Tokyo 2020 Games and the Tokyo 2020 Olympic Torch Relay.
Portrait, Privacy and Other Rights
Portraits, video, photographs audio of TBs filmed or recorded by the Tokyo 2020 Organising Committee and the Ishikawa PTF or their respective designees, and TB’s personal information (including name, age, address, self-introduction, and reasons for applying or recommending. Note that address information shall be limited to country, prefecture and city or town.) may be used by the Tokyo 2020 Organising Committee, the Ishikawa PTF, the International Olympic Committee or their respective designees for the purposes of holding and operating the Tokyo 2020 Olympic Torch Relay and the Tokyo 2020 Games, and for activities aimed at the future development of the Olympic Games. Such use shall be in accordance with the privacy policies set forth by the respective parties, without restriction on period or region, without requiring compensation, and regardless of whether for public disclosure, commercial use or non-profit purposes. (This includes all types of use, including television, newspapers, magazines, websites, social media and other tangible and intangible media, as well as media developed based on future technology.) TBs also agree not to assert their portrait, privacy or other rights with regard to the said uses.
Disclaimers
Except in cases of an intentional act or gross negligence by the Tokyo 2020 Organising Committee and the Ishikawa PTF, the Tokyo 2020 Organising Committee and the Ishikawa PTF shall bear no responsibility whatsoever injuries, illnesses, losses or damages incurred by TBs on the day of the run.
In the event a TB is injured or falls ill on the day of the run, necessary steps will be taken to provide emergency treatment and emergency transport. In such an event, the TB’s medical records may be requested to the hospital to which the TB is transported.
Cancellations and Changes
Note that the relay may be cancelled or the time table changed on the day of the relay due to disaster, bad weather, incidents and accidents or for other unavoidable reasons.
Parent or Guardian Consent
For those under the age of 18 as of March 1, 2020, a consent form from a parent or guardian is required.
Health Condition
TBs may be asked to withdraw from the relay if, on the day of their run, they are not healthy enough to be able to hold the Olympic torch themselves and run safely.
Ensuring Sufficient Time for the Run Day
From the initial meeting to the final dismissal, the day of the relay will require about three hours, including running time, and TBs are asked to ensure they schedule sufficient time for that day. Note that following the nomination of runners, TBs will be notified of a location to meet and dismiss, and will not be permitted to participate in or leave the event midway.
TBs will be contacted with schedule details sometime after the end of February 2020.
Proxy Runners (transfer of relay leg to other parties)
TBs may not have another person (a proxy runner) run in their place. Please contact the Tokyo 2020 Organising Committee if, following TB nomination, they are unable to run for any reason.
Noninvolvement of Anti-social Forces
Organized crime groups and their members (including those who ceased to be members within the past five years), associate members, companies affiliated with organized crime groups, corporate racketeers, those engaging in criminal activities under the guise of social movements, organized crime groups engaged in specialized intellectual crimes, members of organizations that may engage in terrorism and other criminal activity, terrorists and others (including suspected cases of such activity), as well as others similar to these (hereafter collectively, “anti-social forces, etc.”) cannot run in the relay.
Those who use or are involved in maintaining and operating anti-social forces, etc., or who have inappropriate relationships with anti-social forces, etc., including relationships with anti-social forces worthy of social condemnation, cannot run in the relay.
To ensure the safety of the Torch Relay, government institutions and others may be allowed to review information regarding TB applicants.
